According to the articles 41 and 42 of
chapter II of the Argentine Constitution, all residents have the right to have
a healthy and balanced environment that is suitable for human development.
Production activities must satisfy current needs without endangering the lives
of future generations. We should make the reasonable use of natural resources,
protect nature, cultural heritage, and diversity of biology, and shall also
provide for environmental information and education. Consumers and users of
goods and services have the right to the protection of their health, safety,
and economic interests; to adequate and truthful information; to freedom of
choice and equitable and reliable treatment. The key industries in Argentina
are food, renewable energy, biological technology, software, informational
technology, automotive manufacturing, technical and professional services, and
production equipment. Argentina is a major agricultural producer in the world
with 36 million hectares of domestic plantings, of which about 500,000 are
cotton cultivated areas.

Argentina has a huge demand for water
resource. The protection of water resources is very important to our country.
My country has set up the national institute of water and environment called,
“National Institute of Water and Environment (INA)”. The main objective is to make use of
learning and research to ensure the development of water sources and the
environment. The Secretariat of Natural set up in 1991 whose name later changed
in 1996 to the Secretariat of Natural Resources and Sustainable Development. It is responsible for planning and
implementing national environmental and water policy. For traditional
agricultural activities in sustainable production systems throughout the Pampa
region uses the consolidation of intensive agriculture with comprehensive
irrigation and the promotion of complementary irrigation.   

In the face of food waste, our country follows the principle
of sustainable development. Depending on the mode of production, the
products authorized by the Argentine Food Safety Commission that using the
green marked food are non-polluting, safe, good quality and nutritious foods.
To ensure that the manufacture of food is in line with the concept of
environmental protection, sustainable development, and not to be wasted.

Additionally, our country has formulated the regulations
on the labeling of textiles and clothing in the Technical Regulation of the
South Common Market. The product should show the following information on a
label, stamp, decal, printed matter or such as in a durable, hard to remove,
legible and clearly visible form to make production-related information

a).  The
name or registered brand and tax number of the domestic manufacturer or

b).  Place
of origin,

c).  Fiber
content (less than 10% of the total amount of fiber can be classified as “other

d).  Washing
label instructions,

e).  Size?

This information must be in the language of the
consuming country, but other languages may also be used simultaneously.


To achieve sustainable development for
responsibilities of consumers and producers Argentina provide the following

1.  The
international community should pay special attention to the harm caused to
natural resources caused by unsustainable consumer behavior?

2.  Promote
production and consumption patterns that reduce environmental stress and
satisfy human needs?

3.  Consider
ways to achieve economic growth and prosperity while reducing the use of energy
and materials, and the generation of hazardous substances?

4.  To
reduce the waste in the production, living, and consumption of the apparel
industry. We propose “3R” policy?

a.  Reduce:
Reduce the demand for clothing and materials used in the production process and

b.  Reuse:
Use reusable products such as shopping bags, green tableware, and clothing made
of eco-friendly material,

c.  Recycle:
Reduce the damage to the environment?

5. Strengthen the values that support sustainable
consumption. Increase consumer awareness of environmental issues?

a.  Provide
information on the consequences of consumption choices and consumption,

b.  Use
labels about environmental information let consumers recognize the health and
the environmental impact of products,

c. Use a refund deposit or refund system to
encourage consumers to do the recycle?

6. Encourage manufacturers and consumers to
recycle to do the recycle?

a.  Reduce
waste of product packaging,

Encourage the manufacture of more eco-friendly products?

7. Make good use of data and information?

Establish a database of consumption and production to analyze the data,

b.  Use data
to assess the relationship between consumption and production processes and
various demographic factors?

8.  To
strengthen the close cooperation between water resource producers and users to
reduce the destruction of water resources and environment and improve the
efficiency of local water use?

9. Through changes in new technologies and
manufacturing products, pollution from water sources and the use of
environmentally unfriendly wasted water are reduced to reduce prevention and


Argentina looks forward to discussing the
sustainable development of consumer and producer activities with other
generations at this meeting and to find the balance of the economic and
environmental ecology. Producers and consumers can also think objectively and
solve all the problems derived from the types of consumption.
